Instructions
Open a new image 96w x 106h, copy and paste or drag the outline onto the page. Click Objects / Align / Center Both to align in center of the page.
Set PhotoImpact File / Preferences / General / Guidelines and Grid to Horizontal and Vertical spacing 6.

Press Shift + Ctrl + R or View / Guidelines and Grid / Grid to turn the gridline on. Zoom to 600% or more and select the outline. Hit the down arrow key on your keyboard once to align with the grid.
Your page will now look like the illustration below:

The next step will be to create the color scheme and cross stitch patterns. We will be using a 6 x 6 pixel pattern design for this project, which means 6 pixels across and 6 pixels down. Below is the pattern design for this cross stitch, which will fill one 6 x 6 square. Each square on the image below represents 1 pixel in a 6 x 6 square pattern. Use the darker color to fill and the lighter color will be the pattern design for this pattern. When painting the pattern squares remember to use the Paint as Object button so the square will because a floating object and easy to duplicate and move around the image.

For this tutorial create 5 pattern squares using the colors you would like to use with the darker colors as the fill and the lighter color in the same color range for the pattern design.

After your pattern squares are completed all you need to do is duplicate each one as many times as needed to fill the area you want in that color, placing each square inside the 6 x 6 gridlines. Once you complete the area within the outline click on the outline and bring to the front.

Continue with the green patterns for the leaves in the same manner as above filling in the squares to complete the shape and bringing the outline to the front.

To create the border just select all, copy and paste under each other aliging with the one above and that's it, your pixel art cross stitch border is complete.
